State Common Entrance & First School Leaving Certificate (FSLC): A Guide for Parents

Before the NCEE, every primary school pupil in Nigeria must obtain the First School Leaving Certificate (FSLC). This certificate is issued after passing the State Common Entrance Examination or an equivalent school-based assessment. Each state’s Ministry of Education supervises the process.

The FSLC exam is not nationally unified. Some states conduct a central exam for all primary 6 pupils. Others allow individual schools to set their own assessments. The core subjects remain English Language, Mathematics, General Science, and Social Studies. In some states, a local language paper is also included.

This certificate is more than a formality. It serves as proof that a child completed primary education. It is required for admission into any junior secondary school in Nigeria. Without an FSLC, a pupil cannot proceed to JSS 1.

Preparation for the State Common Entrance should begin in Primary 5. Use past questions from your state’s examination board. Many bookshops sell compilations specific to Lagos, Oyo, Rivers, and other states. Also, make sure your child can write clearly and follow timed instructions. These basic skills matter a lot.

Results are usually released by the school or the local education authority. If you lose the certificate, you can apply for a replacement through your state’s Ministry of Education.
